For a decade, “caregiver abroad” meant two dream destinations: Canada and the UK. As of mid-2026, both doors are shut to new overseas applicants. That does not mean the caregiver path is over — it means the map has changed. Here is what actually closed, and the five corridors still genuinely hiring Filipino caregivers this year.
What closed, and when
The UK closed its Health and Care Worker visa route to new overseas care-worker applicants in July 2025. Care providers can no longer sponsor new carers from abroad; only workers already in the UK on eligible visas can switch into care roles.
Canada followed: its Home Care Worker Immigration Pilots stopped accepting new overseas applications around March 2026, with the out-of-country stream not expected to reopen in its previous form for several years — reporting suggests the door stays largely shut until around 2030. In-Canada applicants filled the available quota almost immediately.

How to choose your corridor
- Lowest cost, strongest protection: Israel via the DMW’s government-to-government program — no agency fees by design.
- Long-term residence potential: Japan’s SSW kaigo path — the language hurdle (JLPT N4 or JFT-Basic) is real, but the 5-year-then-renewable structure is one of the best on offer.
- Fastest deployment: the Gulf and Singapore — highest volume, shortest timelines.
- Western destination: New Zealand aged-care — but confirm the current residence-pathway settings first, as they have moved more than once in recent years.
